Bureau of Arms Control, Deterrence, and Stability (ADS)
The Bureau of Arms Control, Deterrence, and Stability (ADS) focuses on diplomatic efforts to promote stability and prevent conflict through arms control, verification, and disarmament initiatives. It develops and implements agreements for weapons of mass destruction and conventional weapons, manages deterrence and missile defense policies, and addresses challenges in domains like AI, space, cyber, and other emerging technologies. The bureau ensures proper verification of arms control agreements, reports on compliance, and liaises with the Intelligence Community. It also operates the National and Nuclear Risk Reduction Center, providing secure communications with international partners to prevent misunderstandings that could lead to conflict.

Offices
The Office of Emerging Security Challenges: The office leads Department efforts on space security, missile defense cooperation, and security in Polar Regions. It also focuses on enhancing cyber strategic stability and addressing national security implications of artificial intelligence. In February 2023, it also coordinated the Responsible AI in the Military Domain Summit (REAIM 2023) in the Hague, “the Declaration aims to build international consensus around responsible behavior and guide states’ development, deployment, and use of military AI.”
Office of Chemical and Biological Weapons Affairs: “The Office of Chemical and Biological Weapons Affairs (CBW) leads the Department’s efforts to promote the global ban on chemical weapons as embodied in the Chemical Weapons Convention (CWC), develops policies to address emerging chemical weapons issues and challenges, assesses compliance with the CWC and the Biological Weapons Convention (BWC), and serves as the U.S. National Authority overseeing U.S. implementation of the CWC.”
United States Nuclear Risk Reduction Center (NRRC): The center functions 24/7 to manage information exchanges mandated by arms control treaties and security agreements between the U.S. and over 55 foreign entities. Its core mission is to reduce the risk of international conflict that could arise from misunderstandings or miscommunications.
