José Jaime Villalobos is Multilateral Governance Lead at FLI, where his advocacy and research efforts focus primarly on building a new international governance regime for AI. José has held roles in government, academia, the private sector, and several not-for-profit organizations. Most recently, José was an International Law and Policy Fellow at the Institute for Law & AI.

José holds a PhD in international law from Victoria University of Wellington, an LLM (international law) from the University of Cambridge, which he obtained as a Chevening Scholar, and a BA from the Universidad de Costa Rica.
